UK Post-16 Education and Skills White Paper - Members Briefing

The UK Government in October 2025 released their White Paper on Post 16 Education and Skills. This White Paper sets out the Government's agenda for adult skills policy going forwards. The briefing highlights three key pledges announced in the White Paper:

  1. Skills England will be the authoritative body on skills policy and development in England.

  2. The Lifelong Learning Entitlement will be launched in 2026.

  3. Shorter training courses will be available via the Lifelong Learning Entitlement and a reformed Growth and Skills Levy.
