Not-for-Profit Government Shutdown Toolkit

A federal government shutdown takes place when Congress does not pass a continuing resolution for temporary funding or fails to approve an appropriations bill that adequately finances federal operations for the fiscal year. During such a shutdown, federal agencies are required to suspend all non-essential discretionary activities until new funding legislation is enacted. Essential services remain operational, as do mandatory spending programs.

After 43 days of closure, the federal government has reopened following the passage of a bipartisan funding agreement.
